Characters have to be unique, no Kyubi-wannabes running around, no Sasuke sharingas with sand demons that dome out when they are asleep. No no no no no!
I am going to write a three step guide to great characters, whether you like it or not (unless the mods or admin have a problem with that =D )
STEP ONE
Gender, age, basically, what do you want from this character? I'll use Jikkaru for an example. I wanted a character that was a little lost, a little girl-lost feel to this character. So I ran through scenarios, and decided Jikkaru, my Kitsunii character has the best effect. Now I was ready to turn her human =P this is actually what happened, truly.
I knew she was female, young, and kitsunii were not allowed. So an ex-hosted seemed cool. With echoes of her hostee. Good good. Now I had got her down, I already had a name, but usually that's the next step.
The other version of step two is a name or design you have in mind. That you really want a character. Let's take my darling sound ninja; Ikahira, who will join this forum one day. Ikahira..the name sounded hyper, happy, random. so her temperament was made. And then I designed her vitals from this name.
STEP TWO
Now first case step one scenario, demands you think of a design next. Jikkaru again, I had her vitals, and knew her hair colour and eye colour. Most of the time these are obvious from what you want of persona or whatever. But now she needed clothes, weapons, and the other little design add-ins. I based her clothes on temperament. So I Moved onto history, yahoo. Now what made her so lost? I knew, but sometimes you don't, either way, I began tweaking the story, how was Jikkaru removed? ETC.
Ikahira's design was trickier. Her temperament was still under construct, I had basic reactions, but none of the finer detail. So I tweaked it and there is no easy way there, except...STORIES! Make scenarios, possibly with characters form the actual show to discover how they react in awkward situation. I actually once threw Jikkaru in with a Kyubi-Naruto. It was hilarious, Naruto ended up -ahem- tearing out her throat o.O but then Naruto came back to control and was all like 'ah!' either way Jikkaru almost went poooof, to cut a long story short. After that it was relatively easy. I made her history, clothes, and much more afterwards.

Everything Else. Make the history more detailed, fine-line the character, and hug them afterwards with pride. then go rp, the last stage is last-minute revision of character and the last chance to scrap the character, because after you know you are done, you get too attached to them to let go. I know, my first wolf character; Zaga was slightly n00bish, and I still roleplay her =D
